SSAB's new steel plant project in Luleå delayed by 12 months

Sweden-based steelmaker SSAB had started preparatory work to build a new, modern steel plant in the city of Luleå to replace the existing blast furnace-based production. However, the planned commissioning date of the plant has been postponed by one year due to a delay in the transmission line that will provide energy infrastructure to the project.

According to a statement released by Vattenfall Eldistribution, the planned reinforcement works on the transmission line that will power SSAB's new steel plant will not be completed on schedule. According to preliminary assessments, the commissioning of the new plant in Luleå will be postponed from late 2028 to late 2029.

Svenska kraftnät, Sweden's national transmission system operator, is making various investments to increase and expand its grid capacity. In this context, a new substation will be built in the Hällmyran area in Luleå, which will be connected to SSAB's new facility. However, the existing main grid station Svartbyn needs to be modernized in order to provide this connection.

Vattenfall reported that Svenska kraftnät is experiencing technical difficulties with outage planning on the existing grid, which has delayed the construction process in Svartbyn. Accordingly, the commissioning of the substation in Hällmyran will also be delayed. In order to ensure the operational reliability of the grid, the timeline of SSAB's connection process has been reorganized and the commissioning of the new steel plant has been delayed by 12 months.

SSAB announced that it has started a dialog process with Vattenfall Eldistribution and Svenska kraftnät to ensure sustainable progress on the project. Despite the postponement, it was emphasized that there will be no change in the investment budget announced as 4.5 billion euros.
