Anti-dumping decision on flat steel products from China and South Korea in Türkiye

According to the Final Notification Report published regarding the anti-dumping investigation conducted by the Ministry of Trade of the Republic of Türkiye, dumping margins have been determined for “cold-rolled flat steel (excluding non-annealed products), galvanized coated flat steel, and painted flat steel” originating from the People’s Republic of China and the Republic of Korea.

Anti-dumping decision on flat steel products from China and South Korea in Türkiye

According to the report, the investigation covered the aforementioned products originating from the People’s Republic of China (PRC) and the Republic of Korea (South Korea). The products subject to the investigation included cold-rolled flat steel (excluding non-annealed products), galvanized coated flat steel, and painted flat steel.

According to the Final Notification Report, the domestic producers that filed the anti-dumping complaint against products originating from China and South Korea were Atakaş Çelik Sanayi ve Ticaret A.Ş., Borçelik Çelik Sanayii Ticaret A.Ş., Gazi Metal Mamulleri San. ve Tic. A.Ş., MMK Metalurji San. Tic. ve Liman İşletmeleri A.Ş., Tatmetal Çelik Sanayi ve Ticaret A.Ş., Tezcan Galvanizli Yapı Elemanları San. ve Tic. A.Ş., and Yıldız Demir Çelik Sanayi A.Ş. The application was submitted on behalf of these producers by the Association of Cold Rolling, Galvanized and Coated Sheet Producers (SOGAD).

The Automotive Manufacturers Association, the Turkish Home Appliance Manufacturers Association, and the Insulated Panel Manufacturers Association (Panelder)—representing users and importing companies of the products subject to the investigation located in Türkiye—applied to be recognized as interested parties and submitted their opinions regarding the investigation to the Ministry.

The report also noted that some parties claimed certain domestic producers, such as Ereğli Demir Çelik Fabrikaları A.Ş. and Tosyalı Toyo Çelik A.Ş., did not support the application. However, it was concluded that the applicant companies possessed the capacity to represent the domestic production industry.

Within the scope of the investigation, it was stated that the dumping margins determined for producers originating from the People’s Republic of China varied by company.

The report noted that these rates represent the dumping margins calculated based on the CIF (cost, insurance, and freight) value of the products imported into Türkiye.

Additionally, it was stated that the initial list of HS (GTIP) codes included numerous cold-rolled product codes under HS heading 7209, such as 7209.15.00.10.00, 7209.15.00.90.00, 7209.16.90.10.00, 7209.16.90.90.00, 7209.17.90.10.00, 7209.17.90.90.00, 7209.18.91.10.00, 7209.18.91.90.00, 7209.18.99.10.00, and 7209.18.99.90.00. Various codes under HS heading 7211, including 7211.23, 7211.29, and 7211.90, were also evaluated within the scope of the investigation. Furthermore, several sub-codes related to coated flat steel products under chapters 7225 and 7226, as well as galvanized and painted steel products under chapters 7210 and 7212, were included in the investigation.

Following amendments to the customs tariff schedule, updated codes included in the investigation comprised 7209.16.90.90.19, 7209.17.90.90.19, 7209.18.91.90.19, and 7209.18.99.90.19, along with 7225.99.00.00.21, 7225.99.00.00.22, and 7225.99.00.00.29, as well as 7226.99.70.00.21 and 7226.99.70.00.29, which were added to the investigation following correlation adjustments.

The report also clearly stated that certain newly introduced HS codes ending with .11 represent non-annealed products, and these products were excluded from the scope of the investigation.

On the other hand, when the market share of imports originating from the PRC is taken as 100 units in 2021, it declined to 82 units in 2022, increased to 138 units in 2023, and stood at 134 units in the most recent period (RP).

For products originating from South Korea, the market share, which was 100 units in 2021, rose to 142 units in 2022, 174 units in 2023, and reached 179 units in the RP.

The total market share of the countries subject to the investigation increased from 100 units in 2021 to 107 units in 2022, and further to 153 units in both 2023 and the RP. In contrast, the total market share of other countries decreased from 100 units in 2021 to 97 units in 2022, rose slightly to 98 units in 2023, and fell to 92 units in the RP.

Meanwhile, the market share index of the domestic industry declined from 100 units in 2021 to 98 units in 2022, 89 units in 2023, and 88 units in the RP. When combined with other domestic producers, the total market share index of domestic production remained at 100 units in 2022 (from 100 units in 2021), declined to 92 units in 2023, and stood at 93 units in the RP.

Steel imports from the countries under investigation have increased significantly in recent years. According to the data, imports from these countries stood at 758,734 tons in 2021, rising to 790,598 tons in 2022. Imports reached 1,252,583 tons in 2023, while they amounted to 1,202,356 tons during the POI period.

The increase in imports in terms of value is also noteworthy. Imports, which were USD 754 million in 2021, rose to USD 936 million in 2022. As of 2023, imports reached USD 1.2 billion, while they were recorded at USD 1.1 billion during the POI period. Average unit prices for the respective periods were USD 994, USD 1,183, USD 938, and USD 914 per ton.

The share of imports from the countries under investigation in total imports also increased. This share rose from 41% in 2021 to 43% in 2022, 52% in 2023, and 53% during the POI period.

In contrast, imports from other countries not subject to the investigation followed a fluctuating trend. Imports, which were 1,112,560 tons in 2021, declined to 1,048,541 tons in 2022, increased to 1,179,583 tons in 2023, and fell to 1,066,706 tons during the POI period. In value terms, imports amounted to USD 1.1 billion in 2021, reached USD 1.2 billion in both 2022 and 2023, and were again recorded at USD 1.1 billion during the POI period. Average unit prices during this period were USD 1,030, USD 1,188, USD 1,068, and USD 1,068 per ton.

The share of imports from other countries in total imports decreased from 59% in 2021 to 57% in 2022, 48% in 2023, and 47% during the POI period. These figures indicate that imports from the countries under investigation increased both in volume and value, while the share of imports from other countries declined.
