Indian government exempts 202 foreign steel licenses from BIS certification

The Indian Ministry of Steel has exempted 202 foreign steel licenses, listed under the Steel Import Monitoring System (SIMS) portal, from mandatory quality certification by the Bureau of Indian Standards (BIS). The decision aims to ease supply bottlenecks faced by domestic steel producers.

The exemptions, announced through an order issued on August 8, 2025, cover producers from 17 countries, including Japan, South Korea, Germany, Italy, France, Russia, and the United States. Japan leads the list with over 80 licenses, followed by South Korea with more than 50. These countries are among the primary suppliers of high-quality steel used in automotive, engineering, and specialized industrial applications.

In its statement, the Ministry said, “This process is ongoing, and additional licenses may be exempted based on requests.” The decision is intended to help domestic integrated steel plants (ISPs) maintain access to high-quality steel inputs without delays caused by certification requirements.

The move is expected to benefit major producers such as Japan’s Nippon Steel and JFE Steel, as well as South Korea’s Posco and Hyundai Steel. Moreover, the exemptions will help manufacturers keep input costs under control during a period of volatile global steel prices.

This initiative is also anticipated to support India's “Make in India” campaign by boosting domestic manufacturing and facilitating infrastructure growth.
