The investigation, initiated under Decision No. 1903/QĐ-BCT dated July 27, 2026, covers products classified under HS codes 7227.20.00, 7228.20.11, 7228.20.19, and 7229.20.00. The case will be conducted under file number AD24.
The investigation was launched following a petition submitted by Vietnamese producers Hoa Phat Prestressing Steel One Member Co., Ltd. and Viet Nhat Prestressing Steel Co., Ltd. The MOIT stated that, after reviewing the information and evidence submitted in the application, it determined that there was sufficient basis to initiate the investigation.
The ministry announced that the investigation will examine whether the products imported from China are being dumped into the Vietnamese market and whether those imports have caused or threaten to cause material injury to the domestic industry. It also stated that the product scope will be further defined during the investigation based on the public case file, the Product Control Number (PCN) system, and the questionnaires to be issued.
The MOIT also announced that foreign producers, exporters, importers, industry associations, and other interested parties will be able to participate in the investigation by submitting comments, information, legal arguments, and supporting evidence.
