Thailand launches anti-dumping investigation against Chinese steel

Thailand’s Department of Foreign Trade (DFT) launched an anti-dumping investigation on hot-rolled steel plates originating from China on November 3, 2025.

The move came after domestic steel producers alleged that Chinese suppliers were slightly modifying their products to bypass existing anti-dumping duties.

The investigation targets hot-rolled steel plates—both alloyed and non-alloyed—supplied in coil and non-coil forms, typically exceeding widths of 1,600 mm and 3,048 mm. The review names six major Chinese mills as respondents: Ansteel, Baowu Steel, Benxi Iron & Steel (Bensteel), HBIS Group, Jingye Group, and Shagang Group.

In addition, the DFT has launched a mid-term reassessment of the current anti-dumping measures applied to hot-rolled steel plate imports from China and Malaysia to evaluate whether existing duties remain appropriate under current market conditions.

The goods under review fall within a range of customs classifications, including HS codes 7208.36, 7208.37, 7208.38, 7208.39, 7208.51 to 7208.54, and 7225.30 to 7225.40, covering both flat-rolled and plate forms of hot-rolled steel.
