SAIL IISCO joins forces with Primetals Technologies for major plant expansion

Steel Authority of India Limited (SAIL), India's leading steel producer, has collaborated with Primetals Technologies to expand its IISCO steel plant in Burnpur.

Within this scope, a pelletizing plant with an annual capacity of 4.2 million tons, three 165-ton ladle furnaces, and two 165-ton RH degassers will be supplied. SAIL IISCO aims to increase the production of high-quality hot rolled coil (HRC) and API-grade steel for the oil and gas sectors with the new facility. The commissioning of the plant is planned for early 2029.

The new pelletizing plant will allow SAIL to move away from previous “build-own-operate” (BOO) models by constructing its own pelletizing facility. The plant will be based on a 576-square-meter straight-grate concept, and Primetals Technologies will provide all essential equipment, including the complete induration area, pelletizing discs, motors, and drive systems.

Digitalization is at the forefront of the project: process conditions will be continuously monitored and production performance will be transparently evaluated thanks to smart sensors and predictive control models. The process optimization system will calculate raw material mixes to align pellet quality and basicity with targets and will support preventive maintenance planning.

Three ladle furnaces and two RH degassers will ensure the refining of steel and the enhancement of product quality. The RH degassers will be equipped with a steam vacuum pump system and ferro and micro-alloy addition systems; the ladle furnaces will operate with transfer cars, ferro-alloy and flux addition systems, a secondary emission control system, and a Level 2 LF process optimization system.

Primetals Technologies’ Austrian office will provide the design and core equipment delivery for the pelletizing plant, while its Indian subsidiary will undertake local engineering, equipment procurement, and project coordination. Consortium partner Lloyds Engineering will supply the iron ore grinding and filtration equipment. For the secondary metallurgy equipment, the Legelshurst office in Germany will provide design and engineering support.

Founded in 1918 and merged with SAIL in 2006, the IISCO Steel Plant is located in Burnpur as a vital part of the Indian steel industry. Following the expansion in 2029, the plant’s installed capacity will reach 7.1 million tons per annum.
