Philippines, Tin Mill Black Plate import duty temporarily set to 0%

MANILA – 8 November 2025

TMBP serves as the primary raw material for tin plate and tin-free steel production, making this measure critical for the supply chain in the Philippines. As there is no local production of TMBP or substitute products, the sector is fully dependent on imports.

The objectives of the order are:

• Support local tin plate and tin-free steel producers and decrease production costs,

• Secure the supply of raw materials for the canned food industry and stabilize prices,

• Increase the competitiveness of Philippine producers in domestic and export markets,

• Promote investment and employment opportunities in the sector.

The Department of Economy, Planning and Development will review the market one year after implementation and report its findings to the President. EO 104 will take effect 30 days after publication in the Official Gazette or widely circulated newspapers.
