The decision published by the Ministry of Economy and signed by Minister Marcelo Ebrard states that “an administrative procedure has been initiated to examine the validity of countervailing customs duties applied to imports of hot-rolled steel coils originating in Germany, China, and France, regardless of their country of origin.”
As part of the investigation, import volumes and price developments for the 2024–2025 period will be analyzed in comparison with trends over the last five years to determine whether there are any abnormalities in the market.
The application by Ternium Mexico, one of Mexico's leading steel producers, was instrumental in initiating the process. In its application to the Ministry of Economy on November 5, the company requested that “an investigation be launched to review the definitive countervailing duties” on imports from the three countries in question.
Currently, hot-rolled steel coils are imported under tariff positions 7208.36.01, 7208.37.01, 7208.38.01, 7208.39.01, and 7225.30. Since April 2024, a temporary 25% customs duty has been applied to these products, and the duty is scheduled to expire in 2026. Ternium Mexico is therefore requesting an investigation into the extension of the duties.
Authorities indicate that if the investigation finds dumping conditions constituting unfair trade, the current customs duties may be maintained or tightened further, with additional countervailing duties introduced.
