According to Decision No. 2310/QD-BCT issued by the Ministry, the highest duty rate for Chinese-origin products is set at 37.13%, while the rate for South Korean products reaches up to 15.67%.
The decision follows provisional measures initiated under the provisions of the Law on Foreign Trade Management. During the investigation, on-site inspections were conducted at manufacturing and exporting companies in China and South Korea to determine the extent of dumping. The impact of these imports on the domestic industry—where the products are used as raw materials—was also thoroughly evaluated.
The final determination concluded that galvanized steel products from China and South Korea were being dumped in the Vietnamese market, causing significant injury to the domestic industry. It was also established that there is a direct causal relationship between the dumped imports and the injury suffered by local producers. Based on these findings, the Ministry ruled in favor of imposing definitive AD duties on the subject products.
The Ministry stated that, upon request from interested parties, the duties may be reviewed and adjusted in accordance with relevant legal regulations.
Earlier, the investigation was initiated through Decision No. 1535/QD-BCT, published in June 2024, following a petition filed by five major Vietnamese producers—Hoa Sen Group, Nam Kim Steel, Ton Phuong Nam, Ton Dong A, and China Steel & Nippon Steel Vietnam—on behalf of the domestic industry. The dumping investigation covered the period from April 1, 2023, to March 31, 2024, while the injury analysis extended from April 1, 2018, to March 31, 2024.
