UK Trade Remedies Authority announces decision on Türkiye in steel quota

UK Trade Remedies Authority (TRA) has announced its final decisions regarding three separate tariff rate quota (TRQ) reviews conducted under safeguard measures on steel imports. According to the decisions, Türkiye’s exemption status in certain steel products has been revised, and it has been decided to introduce country-specific quotas for Türkiye.

Under review number TQ0085 conducted by the UK Trade Remedies Authority (TRA), Türkiye’s Developing Country Exemption (DCE) status for Category 4 steel products (metallic coated sheets) was assessed. In line with World Trade Organization (WTO) rules, which stipulate that such exemptions are withdrawn when a country’s share of total imports exceeds 3%, it was determined that shipments from Türkiye had surpassed this threshold. Accordingly, the TRA recommended the implementation of a country-specific quota for Türkiye.

Sectoral Reviews and Decisions

In the other reviews concluded by the authority, the following key decisions were highlighted:

Metallic Coated Sheets and Plates (TQ0077): It was decided to maintain the existing quotas for steel products in Categories 4 and 7. The review found that the UK industry produces domestically in competition with these products and that removing the safeguards could harm local producers.

Alloy Commercial Bars and Profiles (TQ0078): Three out of eight commodity codes within Category 12A were removed from the quota. This decision was based on the lack of evidence of any domestic production in the United Kingdom for the products in question.

New Measures to Enter into Force Tomorrow

The outcomes of these three separate reviews published by the TRA, an independent government body, will officially enter into force as of April 1, 2026.
