US launches subsidy investigation into stainless steel pipe imports from Türkiye and India

The U.S. Department of Commerce has launched a countervailing duty (CVD) investigation into welded stainless steel pipe and pressure pipe imported from Türkiye and India.

For Türkiye, the U.S. Department of Commerce has decided to investigate 32 different subsidy programs, while three Turkish companies have been identified as part of the investigation.

The investigation was initiated following a petition filed on July 15, 2026, by U.S. stainless steel pipe producers Bristol Pipe and Tube, Inc., Felker Brothers Corporation, and Primus Pipe and Tube, Inc. The petition alleged that the governments of Türkiye and India provide countervailable subsidies to producers of the products concerned and that imports from these countries have caused, or threaten to cause, material injury to the U.S. domestic industry.

The U.S. Department of Commerce determined that sufficient information exists to investigate the 32 programs alleged in the petition for Türkiye and 17 programs for India. The period of investigation was set as January 1-December 31, 2025.

Three Turkish companies identified in the investigation

The petition identified three companies from Türkiye and 16 companies from India. The U.S. Department of Commerce plans to calculate company-specific subsidy rates in the Türkiye investigation. U.S. Customs and Border Protection (CBP) import data will be used to select the companies to be investigated.

However, the published notice does not name the three Turkish companies. Therefore, it would not be appropriate to add company names that are not included in the source.

Which GTIP/HTSUS codes are covered?

The investigation covers circular welded austenitic stainless steel pipe and pressure pipe of all diameters. Products meeting ASTM A-312/ASME SA312, ASTM A-358/ASME SA358, ASTM A-409/ASME SA409, ASTM A-778 and API 5LC standards, or similar standards, are included in the scope.

The products are primarily classified under the following U.S. HTSUS codes: 7305.31.6010, 7306.11.0010, 7306.11.0050, 7306.40.5005, 7306.40.5040, 7306.40.5062, 7306.40.5064 and 7306.40.5085. Imports may also be classified under HTSUS codes 7306.40.5042, 7306.40.5044, 7306.40.5080 and 7306.40.5090.

Mechanical tubing, certain boiler and heat exchanger tubing, certain specialty-purpose tubing, and welded stainless steel pipe with a wall thickness of less than 1.65 mm are excluded from the scope of the investigation.

The U.S. International Trade Commission (ITC) will make a preliminary determination as to whether there is a reasonable indication that imports from Türkiye and India have caused material injury or pose a threat of material injury to the U.S. industry. If the ITC makes a negative determination for either country, the investigation concerning that country will be terminated. Otherwise, the CVD investigation will proceed according to the established schedule.
