UK removes quota exemption for construction rebar imports from Vietnam

The UK government announced changes to the tariff rate quota (TRQ) for Category 13 steel products. The announcement stated that following a review conducted by the Trade Remedies Authority (TRA), construction rebar imported from Vietnam isnt any longer exempt from the safeguard measure.

TRA recommended revising the current TRQ structure and reorganizing the system to allow these products to access the remaining quota, due to increasing import volumes of Vietnam-origin products. The Secretary of State accepted this recommendation in the public interest and implemented it.

The updated tariff quota will be valid from 1 January 2026 to 30 June 2026. For the European Union, 72,902 tons are allocated for Q3 and 73,712 tons for Q4. Turkey’s quota is set at 34,538 tons for Q3 and 34,921 tons for Q4. For other countries, the quota is 23,514 tons for Q3 and 23,776 tons for Q4. The remaining 20% limit for each country is recorded as 4,703 tons for Q3 and 4,755 tons for Q4. These allocations replace the distributions published in notice 2025/12.

According to the announcement, Category 13 products outside the quota will be subject to an additional 25% import duty, calculated on the net price excluding customs duty. The safeguard exemption for Ukraine-origin products will continue under the current regulation.

Importers must submit applications to HMRC to access a specific quota and provide the relevant order numbers when applying. The quota system will continue to operate under the general framework set out in notice 2025/12.

Additionally, certain Caribbean countries and a wide list of developing countries will continue to be exempt from quota restrictions under specific conditions. However, some countries will still be subject to quota measures for certain product categories.
