The investigation concluded that imports from the countries concerned were being dumped and causing injury to the domestic industry. As a result, it was decided to impose definitive anti-dumping measures.
The investigation, which had been initiated under Communiqué No. 2024/41 dated 25 December 2024, was finalized pursuant to the Communiqué on the Prevention of Unfair Competition in Imports (2026/17), published in the Official Gazette.
The decision covers a wide range of products classified under Customs Tariff Statistics Positions (GTIP) 7209, 7210, 7211, 7212, 7225 and 7226. Products subject to the measures include cold-rolled flat steel products (excluding non-annealed products), galvanized flat steel products and pre-painted flat steel products.
The investigation conducted by the Directorate General of Imports under the Ministry of Trade determined that imports from China and South Korea exerted pressure on domestic producers and created unfair competition. Consequently, following the decision of the Board for the Evaluation of Unfair Competition in Imports and the approval of the Minister of Trade, definitive anti-dumping duties were imposed on imports of the products concerned.
Accordingly, customs authorities will collect anti-dumping duties at the rates specified in the annex to the communiqué on products imported into Türkiye under the relevant tariff codes.
Additional documentation requirements for certain products
Under the communiqué, imports of certain product groups will also be subject to the submission of a Producer/Exporter Certificate. This requirement applies to plate products rolled in plate mills, products known as "pos-mac," and certain unpainted products with a zinc coating ratio below 90%.
Furthermore, imports of products with a width exceeding 1,620 mm will require not only a Producer/Exporter Certificate but also a valid Industrial Registration Certificate indicating "motor vehicles" or "passenger cars" within the scope of production activities. These documents must be submitted to customs authorities.
Measures to remain in force for five years
The measures introduced under the communiqué, prepared in accordance with Law No. 3577 on the Prevention of Unfair Competition in Imports and related legislation, will remain in effect for five years from the date of entry into force.
