Turkish shipbuilding industry expands into the Gulf

Speaking at the World Defense Show 2026 in Riyadh, ARES Shipyard General Manager Oğuzhan Pehlivanlı stated that they are pleased to implement a structure they have been working on for a long time. He emphasized that ARES Naval, founded together with their local partner Satel Al-Arabiya in Saudi Arabia, has officially commenced operations.

Target to make the Gulf a production base

Pehlivanlı stated that they aim to establish a permanent infrastructure in the region and contribute to the production capacity of Saudi Arabia and other Gulf countries. He emphasized that the new company will not only address local demand but also use the region as a hub to serve other markets.

He noted that plans include integrating the local workforce into production and establishing a strong industrial infrastructure through permanent facility investments. He added that their partner is a proven company in both the public and private sectors and provided significant support during the establishment process.

Shipbuilding prioritized, maintenance and supply chain to support operations

Pehlivanlı stated that ARES Naval’s primary focus will be shipbuilding activities. He added that maintenance and repair services, as well as supply chain operations related to critical equipment and materials for the defense industry, are also key components of the company’s vision.

He stated that a memorandum of understanding was signed with the Saudi Ministry of Industry during the exhibition and emphasized that they have received positive feedback from public authorities regarding incentives and various forms of support. He added that they expect these developments to yield concrete results in the medium and long term.

Two separate facilities planned in Dammam and Jeddah

Under the company’s investment plan, shipbuilding and maintenance repair facilities are planned at two separate locations. It was stated that the facilities, expected to be positioned in the eastern and western regions, may have different operational functions.

Pehlivanlı stated that Dammam and Jeddah are among the primary options. He emphasized that their core expertise is shipbuilding and that other activities will serve as supporting functions.

He underlined that the timely and accurate procurement of materials and equipment required for construction processes is critical. In this context, he stated that discussions are ongoing to activate both import channels and local production opportunities.

By transferring the Turkish defense industry’s maritime expertise to the Gulf, ARES Naval aims to open a new chapter in regional defense cooperation.
