Steel production in Türkiye is expected to exceed 40 million tons in 2026

The Turkish Steel Producers Association (TÇÜD) announced Türkiye’s steel production, consumption and foreign trade data for December 2025. According to the statement, Türkiye’s crude steel production increased by 18.5% year-on-year to 3.5 million tonnes in December. The country maintained its position as Europe’s largest and the world’s seventh-largest steel producer.

Global crude steel production declined by 3.7% year-on-year to 139.6 million tonnes in December 2025. Türkiye’s crude steel output, however, increased by 18.5% compared to the same month of the previous year, reaching 3.5 million tonnes. In 2025 as a whole, global crude steel production decreased by 2% to 1.8 billion tonnes, while Türkiye recorded a 3.3% increase to 38.1 million tonnes, retaining its status as Europe’s largest and the world’s seventh-largest steel sector.

In terms of finished products, flat steel production increased by 7.2% in December to 1.5 million tonnes, while consumption declined by 4.2% to 1.5 million tonnes. On a full-year basis, flat steel production fell by 1.1% and consumption by 0.2%. For long products, production increased by 5.9% in December to 2.5 million tonnes, while consumption increased by 11.4% to 1.9 million tonnes. Over the twelve-month period, long product production grew by 6.3% and consumption by 5.3%.

Finished steel production increased by 6.4% in December to 3.9 million tonnes, while consumption increased by 3.8% to 3.4 million tonnes. In 2025, finished steel production climbed by 3.3% to 43.3 million tonnes, and consumption increased by 2.6% to 39.3 million tonnes.

In December 2025, Türkiyr’s steel product exports increased by 5.5% year-on-year in volume terms. For the full year, exports increased by 12.5%.

Imports up 8.6% in 2025

Türkiye's steel product imports declined by 18.6% in December on a volume basis. Imports of semi-finished products decreased by 26%, flat products by 13.8%, while long products increased by 10.4%. Over 2025, total steel imports increased by 8.6%, with increases of 6.3% in semi-finished products, 10.4% in flat products, and 11.5% in long products.

While crude steel production increased by 3.3% in 2025, scrap imports declined by 6.6% due to higher imports of semi-finished products. The EU remained the largest source of scrap imports, though its share decreased by 2% compared to 2024. Scrap imports from CIS countries surged by 47.5%, while imports from the United States decreased by 20.4% and from the EU by 2%.

In 2025, the export-to-import coverage ratio stood at 77.6%, reflecting the rise in imports.

For the full year, the share of imports in total steel product consumption was 46.8%. The import share in flat product consumption reached 66.8%. Within total imports, the share conducted under the Inward Processing Regime (IPR) was 60.2%, with ratios of 78.7% for semi-finished products, 46.4% for flat products, and 39.2% for long products.

An increase of around 7% is expected

Commenting on the data, TÇÜD Secretary General Veysel Yayan said:“At a time when the Turkish steel sector is operating at only 61.6% of its 61.9 million-tonne capacity, it has become essential to continue implementing measures similar to those in the US and the EU to control the high rate of import growth and to steer consumption toward domestic supply. In addition, with the Carbon Border Adjustment Mechanism (CBAM) officially entering into force and the transition period coming to an end, the Turkish steel industry must strengthen its sustainability performance not only in terms of production volume, but also by product type and production method.

In this context, in 2026, in line with the implementation of quantity restrictions on steel imports, positive outcomes from talks with the European Commission, and declines in inflation and interest rates, steel production and consumption are expected to increase by around 7%, with total production projected to exceed 40 million tonnes.”
