Russian Ministry of Industry and Trade proposed to extend the quota for the export of ferrous scrap metal

The Russian Ministry of Industry and Trade has proposed extending the export of ferrous metal waste and scrap outside the customs territory of the Eurasian Economic Union (EAEU) for another year.

In July of this year, the Russian Cabinet of Ministers announced the extension of the tariff quota for the export of ferrous metals through nine seaports until the end of 2024. The quota is 550 thousand tons, while the duty for exports within the quota is 5%, but not less than 15 euros per ton, above the quota - 5% and not less than 290 euros per ton.

The document specifies that the export of waste and scrap ferrous metals from Russia outside the customs territory of the EAEU will be carried out only through sea checkpoints according to the attached list. The list includes Arkhangelsk, the Big Port of St. Petersburg, Vladivostok, Dudinka, Kaliningrad, Korsakov, Magadan, Murmansk and Petropavlovsk-Kamchatsky.

The explanatory note to the project emphasizes that this measure is aimed at preventing the non-targeted movement of scrap metal exports from remote regions of Russia to areas with a shortage of this material.

The resolution comes into force from the moment of official publication and will be valid until December 31, 2025.
