Russia introduces export tariff quota on ferrous scrap for 2026

The Russian government has approved the introduction of a tariff quota on the export of ferrous metal scrap and waste to countries outside the Eurasian Economic Union (EAEU). The measure is set out in Government Resolution No. 2175 dated 27 December 2025.

According to the document, the tariff quota will apply from 1 January to 31 December 2026, covering exports of ferrous scrap and waste classified under EAEU HS codes 7204 10 000 0, 7204 30 000 0, 7204 41 100 0, 7204 41 910 0, 7204 41 990 0, 7204 49 100 0, 7204 49 300 0, 7204 49 900 0, and 7204 50 000 0. The total quota volume is set at 2.2 million tonnes.

The Ministry of Industry and Trade of the Russian Federation will be responsible for distributing the quota among foreign trade participants. Allocation will be based on customs statistics provided by the Federal Customs Service, reflecting export volumes of ferrous scrap shipped to non-EAEU countries during the periods from 1 January 2024 to 15 December 2025, and from 1 January 2024 to 31 December 2025, depending on the tranche of the quota being distributed.

The quota will be divided into two equal main parts of 1.095 million tonnes each, allocated for exports in the first and second halves of 2026. Distribution will take into account historical export volumes through specific border crossing points, adjusted by coefficients assigned to Russian regions. These coefficients range from 0.01 to 1.85, depending on the subject of the Russian Federation through which exports were previously conducted.

An additional 10,000 tonnes of the quota is reserved for companies that did not export ferrous scrap to non-EAEU countries in 2024–2025, provided they meet specific criteria. These include registration as a legal entity or individual entrepreneur before 1 January 2024 and possession of a valid license for scrap collection, processing, and sale. Applications for this portion of the quota must be submitted by 30 January 2026.

Exports within the quota will be permitted only on the basis of single-use export licenses issued by the Ministry of Industry and Trade. The resolution also provides for the redistribution of unused quota volumes if license applications are not submitted within the established deadlines during 2026.

The resolution enters into force on the date of its official publication, while the quota itself and the related amendments to export customs duty rates will take effect from 1 January 2026. The document was signed by Russian Prime Minister Mikhail Mishustin.
