The decision was taken on the petition of International Steels and Aisha Steel, Pakistan's leading producers of galvanized steel coils and sheets. The producers argued that following the imposition of anti-dumping duties on zinc-coated steel products in 2018, imports of aluminum-zinc coated steel (galvalume) from China increased rapidly, adversely affecting the trade balance of local producers and rendering the existing measures ineffective.
The NTC investigation said that hot dip coated flat rolled iron or steel products containing 43.5% zinc, 55% aluminum and 1.5% silicon are classified under Pakistan's Customs Tariff codes 7210.6110, 7210.6190, 7210.6910 and 7210.6990.
The Commission found that galvalume and galvanized steel products are almost identical in terms of physical properties, uses, production processes and pricing, and can be used interchangeably in the roofing, construction, white goods and automotive sectors. According to trade data, imports of galvanized steel declined, while imports of galvalume increased significantly. This revealed that existing tariffs were being circumvented and that imports from China were adversely affecting the domestic industry.
The Commission expressed in a statement that the introduction of dumped products from China with “minor changes” distorts the trade order and undermines the effectiveness of anti-dumping duties. Therefore, it was decided to impose anti-dumping duties of 40.47% on galvalume steel products imported from China with immediate effect. The duty will apply to all non-cooperative Chinese exporters and foreign producers.
The NTC emphasized that the measure was introduced to restore fair competition and protect the domestic flat steel industry. The anti-dumping duty will last until February 8, 2027, effective from the notification on June 27, 2025.
