US to take measures against rebar imports from Bulgaria, Egypt and Vietnam

U.S. International Trade Commission (USITC) determined that imports of steel concrete rebar from Bulgaria, Egypt, and Vietnam have materially injured the U.S. domestic industry.

Following the decision, anti-dumping duties will be imposed on imports from all three countries, while countervailing duties will also be imposed on imports from Egypt and Vietnam.

In its final determination announced on August 26, 2026, the U.S. International Trade Commission (USITC) recalled that the U.S. Department of Commerce (Commerce) had determined that steel concrete rebar originating from Bulgaria, Egypt, and Vietnam was being sold in the United States at less than fair value. The Commission also stated that the governments of Egypt and Vietnam were found to have provided countervailable subsidies for the products concerned.

USITC reaches affirmative determination for all three countries

The Commission concluded that the imports in question had materially injured the relevant domestic industry in the United States.

USITC Chairman Brett W. Doyle and Commissioners Jason E. Kearns and Peter-Anthony Pappas voted in the affirmative. Commissioners Bart Thanhauser and David Foley Jr. did not participate in the vote.

Following the decision, the U.S. Department of Commerce will issue anti-dumping duty orders on steel concrete rebar imported from Bulgaria, Egypt, and Vietnam. Countervailing duty orders will also be implemented for products originating from Egypt and Vietnam.
