The U.S. International Trade Commission (USITC) announced that a five-year review to assess the likelihood that revocation of existing antidumping and countervailing duty orders on light-walled rectangular light-walled pipe and tube imports from China, Mexico, South Korea, and Türkiye would cause material injury to the domestic industry.
Under the 1930 Tariff Act, this third five-year review is intended to determine whether the countervailing duty on light-walled rectangular pipe and tube from China and the antidumping duties on the same products from China, Mexico, South Korea and Türkiye should be continued or canceled.
The US Department of Commerce previously imposed anti-dumping duties on light-walled rectangular pipes and tubes from Türkiye in 2008, countervailing duties on China the same year, and anti-dumping duties on China, Mexico and South Korea. These duties were then continued with five-year reviews in 2014 and 2020.
The Commission will assess the responses and information submitted by interested parties and decide whether to conduct a full or expedited review. The review will determine whether canceling the duties would result in the continuation or recurrence of significant harm to domestic producers.
Interested parties are asked to submit their responses to the Commission, while the details of the process are set out in the Commission's Rules of Practice and Procedure.
