Following a circumvention inquiry, the department stated that processing Chinese steel into pipes in Oman does not constitute substantial transformation. Therefore, the products will be subject to the same AD and CVD measures currently in force on Chinese steel pipes.
Under the ruling, US Customs and Border Protection will begin retroactive duty collection on affected imports from November 19, 2024 onward.
The scope of the decision covers circular welded carbon quality steel pipes manufactured in Oman using Chinese origin hot rolled steel, while pipes produced with non Chinese inputs remain excluded from the investigation.
Officials emphasized that the decision reflects Washington’s tightened scrutiny of trade circumvention through third countries and signals stricter monitoring of origin compliance across global steel supply chains.
