The Department also announced that the administrative review process involving 11 companies under the same proceeding had been partially withdrawn.
The U.S. Department of Commerce stated that interested parties are expected to submit comments regarding the preliminary findings. The preliminary determinations will take effect as of June 4, 2026.
The review stems from the administrative review of the countervailing duty order on large-diameter welded pipe (LDWP) imports from Türkiye, which was initiated on June 25, 2025. HDM Çelik Boru was selected as the mandatory respondent on July 14, 2025, and the review timeline was subsequently extended several times, carrying the process into 2026.
Commerce also noted that the review was partially rescinded for certain companies because there were no suspended entries of subject merchandise during the period of review (POR).
As a result of its preliminary review, the Department of Commerce determined a net countervailable subsidy rate of 3.37% for HDM Çelik Boru.
The Department further stated that calculation details will be disclosed to interested parties before a final determination is issued and that a verification process will be conducted as part of the review.
