US announces final anti-dumping margins on imports of heavy-walled rectangular tube from Mexico

The U.S. Department of Commerce (Commerce) has announced the final results of its administrative review of the antidumping duty order on imports of heavy-walled rectangular welded carbon steel pipes and tubes from Mexico, covering the 2023–2024 period of review.

The review covered the period from September 1, 2023, through August 31, 2024. The U.S. Department of Commerce determined that Forza Steel SA de CV (Forza) and Productos Laminados de Monterrey SA de CV (Prolamsa) sold the subject merchandise at prices below normal value.

According to the final results, Forza Steel was assigned a weighted-average dumping margin of 31.23%, while Prolamsa was assigned a margin of 7.45%. Companies not selected for individual examination will be subject to a dumping margin of 16.84%.

The companies not selected for individual examination are Buffalo Tube SA de CV, Fortacero SA de CV, Maquilacero SA de CV, Perfiles y Herrajes LM SA de CV, and Regiomontana de Perfiles y Tubos SA de CV.

Following the preliminary results, the Department of Commerce made revisions that changed the dumping margins for Prolamsa and the companies not selected for individual examination. The revisions made for Forza, however, did not result in any change to the company’s final dumping margin.

The rates determined in the final results will be applied as the new cash deposit rates for the companies concerned. For other producers and exporters not covered by the review, the existing cash deposit rate of 4.91% will remain in effect.

The final determination became effective on September 3, 2026.
