The US Department of Commerce has determined that, during the April 1, 2024–March 31, 2025 period of investigation, rebar from Bulgaria was sold, or was likely to be sold, in the US at less than normal value. The final determination took effect on July 30, 2026.
As a result of the investigation, an estimated weighted-average dumping margin of 53.27% was determined for Bulgarian producer and exporter Promet Steel JSC. A dumping margin of 53.27% was also determined for all other Bulgarian producers and exporters.
As part of the final determination, the US Department of Commerce conducted an on-site verification of the sales and cost information submitted by Promet Steel. The review covered the company’s sales and accounting records, as well as the original source documents it provided. The Department also made certain changes to Promet Steel’s dumping margin calculation following the preliminary determination.
Cash deposit requirement to continue
The US Department of Commerce will instruct US Customs and Border Protection (CBP) to continue suspending liquidation of entries of Bulgarian rebar covered by the investigation.
The measure applies to products entered for consumption or withdrawn from warehouse for consumption in the US on or after March 13, 2026, the date the preliminary determination was published in the Federal Register.
For Promet Steel, the cash deposit rate will be based on the company’s estimated weighted-average dumping margin of 53.27%. The general rate of 53.27% will also apply to other producers and exporters.
ITC to issue final determination
The US Department of Commerce will notify the US International Trade Commission (ITC) of its final affirmative determination. The ITC will make its final determination on whether imports of rebar from Bulgaria cause or threaten to cause material injury to the US domestic industry no later than 45 days after the Department of Commerce’s determination.
The investigation covers rebar imported in straight lengths or coils. Products are covered regardless of metallurgy, length, diameter or grade, while non-deformed plain round products are excluded from the scope of the investigation.
