The U.S. Department of Commerce announced its final determination in the CVD investigation into imports of steel rebar originating in Egypt.

The Ministry determined that Egyptian producers and exporters benefited from countervailable government subsidies during the period from January 1 to December 31, 2024.

According to the final decision, effective as of July 30, 2026, an ad valorem countervailing duty of 23.27% was imposed on Ezz Group, the sole mandatory respondent in the investigation. The same rate will apply to all other Egyptian producers and exporters that were not individually examined.

The investigation covered the Ezz Group, comprising Al-Ezz Dekheila Steel Alexandria Company (SAE), Ezz Steel Company S.A.E., Ezz Rolling Mills Company (SAE), Al-Ezz Flat Steel Company (SAE), Contra Steel Co., and Al-Ezz Group Holding Company for Industry & Investment.

Prior to the final determination, the U.S. Department of Commerce reviewed the subsidy information submitted by the Egyptian government and the Ezz Group in April and May 2026 as part of a virtual verification process. During the verification, sales records, accounting documents, and other original documents were examined.

The Department noted that, as part of the final determination, it made certain adjustments to the countervailing duty calculations for the Ezz Group compared to the preliminary determination, and stated that the details of these adjustments are outlined in the Issues and Decision Memorandum.

Meanwhile, since no objections were raised regarding the product scope during the investigation, the product definition for Egyptian-origin rebar was maintained as it appeared in the preliminary investigation, and no changes were made in the final determination.

According to the U.S. Department of Commerce’s final determination, producers and exporters of Egyptian-origin rebar benefited from countervailable government subsidies during the review period of January 1 through December 31, 2024. Accordingly, a countervailing duty of 23.27 percent will be imposed on Ezz Group and all other Egyptian producers and exporters.

The Department also announced that the calculations and analyses related to the final determination will be shared with the relevant parties within five days of their publication in the Federal Register.
