In particular, the 17th product category (HS codes: 7216 31 10, 7216 31 90, 7216 32 11, 7216 32 19, 7216 32 91, 7216 32 99, 7216 33 10, 7216 33 90) came into effect as of August 1, 2025.
In 2022, following disruptions in Ukraine's steel exports due to Russia's invasion of Ukraine, the EU pooled the quotas for this product category into a global pool. However, during a review in March 2025, it was determined that the 15% country-specific quota limit was negatively impacting the trade volumes of key trading partners such as the United Kingdom, Türkiye, and South Korea.
As a result, the Commission removed the 15% quota limit as of August 1, 2025, and reintroduced individual quotas for the UK, Türkiye, and South Korea. Additionally, a “residual quota” was defined for other countries, with a 40% upper limit per country. This change aims to protect the market share of traditional suppliers in the EU market.
In terms of quota distribution, 31,662 tons were allocated to Ukraine, 27,506 tons to the United Kingdom, 22,892 tons to Türkiye, and 5,335 tons to South Korea for the period from August 1 to September 30, 2025. A remaining quota of 12,555 tons was defined for other countries. These quotas will be updated every three months and will remain valid until the second quarter of 2026.
The Commission also set a separate quota for products directly transported by the United Kingdom to Northern Ireland, fixing this amount at 14,254 tons.
In terms of GTIP codes, the codes for angle, shape, and profile products under category 17 are as follows: 7216 31 10, 7216 31 90, 7216 32 11, 7216 32 19, 7216 32 91, 7216 32 99, 7216 33 10, and 7216 33 90. These codes will serve as the basis for identifying the relevant steel products and applying the quotas.
Finally, this regulation has entered into force as binding in all EU member states as of August 1, 2025, with the aim of ensuring fair competition in the EU market and protecting traditional trade flows.
