Recycling Europe warns ahead of EU scrap trade move: “Decisions should be based on numbers, not noise”

EU Commission Vice President for Trade Maroš Šefčovič announced yesterday that preparations have begun for a “balanced” trade measure targeting the aluminum scrap trade. It was reported that the measure will be shaped based on allegations of “scrap leakage” and is planned to be adopted in spring 2026.

However, Recycling Europe, representing the European recycling sector, emphasized that the Commission's own monitoring data has found “no evidence of scrap leakage” to date, stating that these claims are “contradictory, unfounded, and misleading.”

“Europe's circularity relies on the recycling sector”

Recycling Europe welcomed Šefčovič's recognition of this role, reminding him that the recycling sector, comprising tens of thousands of SMEs and large companies, creates irreplaceable local jobs across Europe and is a key player in circularity, carbon reduction, resource independence, and material security.

The statement emphasized that Europe cannot achieve its carbon neutrality goals without the recycling sector, adding that the sector cannot grow without strong domestic demand and sustainable markets for recycled materials.

Recycling Europe emphasized that it is ready to participate constructively in the work with the Commission, stressing that any trade measures that emerge must be evidence-based, proportionate, and not advance the interests of one sector at the expense of another.
