Morocco’s Ministry of Industry and Trade has announced that it will impose definitive anti dumping duties on imports of cold-rolled steel sheet originating from Egypt.

The Ministry stated that the anti dumping investigation conducted to assess the impact on the national industry found that dumped imports were causing injury to domestic production.

Following an investigation launched on 14 October 2024 and completed on 13 April 2026, the Ministry decided to impose definitive anti-dumping duties of 60.40% on products from Kandil Steel Group, and 84.39% on all other Egyptian producers and exporters. Kandil Steel Group includes Kandil Steel, El Obour for Metallurgical Industries, Galva Metal, and Kama for Coating and Manufacturing companies.

According to the investigation findings, imports of cold rolled steel sheet from Egypt increased significantly both in absolute terms and in relation to Morocco’s domestic production and consumption during the period under review. The Ministry stated that this increase led to a deterioration in the economic and financial indicators of the national steel industry.

The Ministry also noted that Egyptian exporters have available production capacity and high inventory levels, which further increases the likelihood of continued low-priced imports into the Moroccan market.

The decision emphasized that there is a direct causal link between dumped imports from Egypt and the deterioration of Morocco’s national industry, and that other evaluated factors did not have a similar impact on the domestic industry. Therefore, it was decided to impose definitive anti-dumping duties in order to protect local production.

The decision covers cold-rolled steel sheets in coil or cut form, coated or uncoated. The products are classified under the following HS codes: 7209150000, 7209160010, 7209160091, 7209160099, 7209170010, 7209170090, 7209180010, 7209180090, 7209250000, 7209260010, 7209260091, 7209260099, 7209270010, 7209270090, 7209280010, 7209280090, 7209901000, 7209902010, 7209902090, 7209909000, 7211230020, 7211230030, 7211230051, 7211230058, 7211230090, 7211290010, 7211290030, 7211290040, 7211290060, 7211290090, 7211901000, 7211902000, 7211909000, 7226200019, 7226200020, 7226200061, 7226200069, 7226200090, 7226920000, and 7226998000.
