The details of the Mecca Joint Defense Agreement, signed by President Recep Tayyip Erdoğan, Saudi Crown Prince Mohammed bin Salman and Pakistani Prime Minister Shehbaz Sharif, have been revealed.
According to information obtained from officials, the agreement aims to strengthen commitments to preserving regional and global peace, stability and prosperity based on burden-sharing and a shared security approach, without targeting any particular country.
Under the agreement, an armed attack against any one of the three countries is expected to be considered an attack against all parties. The arrangement aims to strengthen collective deterrence against any act of aggression.
By considering an armed attack against one party as an attack against all, the agreement reaffirms commitments to collective defense, self-defense and mutual security under Article 51 of the United Nations Charter.
Defense industry cooperation to be strengthened
In addition to supporting each other's security, the Mecca Agreement also covers the development of defense industry cooperation and military interoperability among the parties.
Officials stated that the agreement does not represent a withdrawal from existing alliances or international agreements, but rather serves as a complementary framework to existing alliance relationships. The agreement is also said to provide a basis for cooperation that remains open to the participation of other countries in the region.
Türkiye's NATO membership and its regional partnerships are not considered alternatives to one another, while these structures are described as complementary mechanisms that contribute to burden-sharing in the field of security.
Officials also emphasized that the agreement is not intended to constitute an offensive military bloc, an encirclement initiative or a plan for military aggression, but rather aims to strengthen regional stability.
Türkiye's existing international obligations will not be affected
Officials stressed that Türkiye's participation in the agreement does not mean that the Turkish Armed Forces will be deployed in every regional crisis. Decisions regarding the use of force and military operations will continue to be made within Türkiye's constitutional framework and national decision-making mechanisms.
It was also emphasized that the Mecca Joint Defense Agreement does not prejudice Türkiye's obligations arising from its existing international agreements.
Officials stated that Türkiye is diversifying its cooperation options in response to the changing international security environment, with the aim of further developing defense and security cooperation between Türkiye, Saudi Arabia and Pakistan.
The agreement is also expected to contribute to exports, energy security and economic stability by strengthening the security of global maritime trade routes.
The Mecca Joint Defense Agreement is described as the outcome of long-standing diplomatic efforts and is expected to provide a framework for strengthening not only security and defense cooperation among the three countries, but also regional security more broadly.
