The Malaysian government announced that an anti-dumping investigation has been initiated into aluminum and zinc coated flat steel products imported from China, Taiwan and Vietnam.
The investigation was initiated following a written application submitted by local producer NS BlueScope Malaysia Sdn. Bhd. on June 19, 2026. The company claimed that the products subject to the investigation entered the Malaysian market at prices significantly below their domestic selling prices in the exporting countries and that dumped imports were taking place.
NS BlueScope Malaysia also stated that the volume of imports of the products had increased in absolute terms and that this increase had caused material injury to domestic producers.
After assessing the evidence submitted regarding dumping, injury and the causal link between the two, the government decided to launch an official investigation under Section 20 of the Countervailing and Anti-Dumping Duties Act 1993 (Act 504) and Regulation 7 of the Countervailing and Anti-Dumping Duties Regulations 1994.
The investigation period for injury was divided into two separate periods. Accordingly, January 1-December 31, 2023, will be examined as the first year, while January 1-December 31, 2024, will be examined as the second year. The dumping investigation period will cover January 1-December 31, 2025.
Malaysia's Ministry of Investment, Trade and Industry (MITI) will announce its preliminary determination within 120 days from the date the investigation was initiated, in accordance with the timetable stipulated under the legislation.
If the preliminary investigation results in an affirmative determination, a provisional anti-dumping duty may be imposed at the rate deemed necessary to prevent further material injury to domestic producers during the investigation.
