Japan has requested the establishment of a panel on China's anti-dumping duty measure on stainless steel products, which has been in effect since July 2019, under the WTO Agreement. Japan requested the establishment of a panel on China's measure imposing anti-dumping duty on stainless steel products under the WTO Agreement.

In July 2019, China began imposing anti-dumping (AD) duties (hereinafter "AD measure") on stainless steel products imported from Japan, the Republic of Korea, Indonesia, and the EU. (The AD measure is planned to be in effect for five years.)

Japan, due to defects in China AD measure General Agreement on Tariffs and Trade (GATT) and General Agreement on Tariffs and Trade 1994 (WTO Anti-dumping Agreement) VI. demanded the identification and investigation of the authorities.

China's measures are inconsistent with international agreements. The Japanese government filed a lawsuit against the WTO this June, negotiating with China in accordance with the WTO agreement; but neither side could come to an agreement. According to the regulation, if the two parties cannot resolve their issues through bilateral agreement within 60 days, it may be required to establish a dispute resolution panel.
