The new regulation aims to facilitate Türkiye's access to international green finance by supporting clean production in industry in line with the “Century of Sustainability” vision. The regulation was published in the Official Gazette in January 2025.
Classification will be based on environmental performance
The regulation, which covers many sectors such as energy, metal, chemistry, textile, automotive and food, aims to reduce industrial air, water, soil, noise and odor pollution at the source. During the certification process, facilities will be evaluated on criteria such as energy and water efficiency, chemicals used and emission values.
Businesses with high environmental performance will be able to obtain an “A” class certificate. New industrial facilities will have to be planned to be at least “D” level.
Compulsory gradual transition
A transition period was granted for facilities that were in operation or projects that were in the EIA process when the Regulation entered into force. Accordingly
- At least “F” until December 31, 2028,
- At least a “D” level Green Transformation Certificate will be required by December 31, 2030.
Access to international financing will be facilitated
Thanks to this certificate, the environmentally friendly production approach of industrial organizations will be registered at the international level. Thus, enterprises will gain an advantage in global competition and will be able to access green funds and sustainable financing sources more easily.
The certification process will be carried out within the framework of sectoral communiqués and “Best Available Techniques” (BAT). Thus, both environmental protection and sustainable industrial policies will be supported by concrete criteria.
