India launches investigation into stainless steel pipes from Vietnam and China

The Directorate General of Trade Measures (DGTR), India's agency that examines trade protection measures, has launched an investigation into stainless steel welded pipes imported from Vietnam and China.

The review, launched after five years of trade protection measures, will determine whether the measures are still necessary and whether their removal would harm domestic producers. The investigation covers a wide range of stainless steel welded pipes under HS codes 7306 40 00, 7306 61 00, 7306 69 00, 7304 11 10, 7304 11 90, 7304 41 00, 7304 51 10 and 7304 90 00.

The review, prompted by concerns from domestic industry representatives, will consider the need to continue import restrictions and the potential consequences of their removal. The investigation officially began on September 30, 2023, and questionnaires were sent to producers, exporters, and other stakeholders on November 28, 2023.

Comments about the safety concerns noted in the complaint must be submitted within 7 days. Feedback on the application itself and the scope of the goods investigated must be made within 15 days. Quotations for PKN, a unique identifier for goods under review, are also expected within 15 days. Comprehensive answers to inquiry questions and all relevant information must be provided within 30 days of receipt of the survey.

The outcome of this investigation will determine the fate of trade measures to be applied to stainless steel welded pipes imported from Vietnam and China. The DGTR's findings may lead to the continuation, modification or even termination of these measures, depending on the evidence collected.
