Green cement is required in public tenders

The green concrete era in construction starts in 2025. The Communiqué on the Widespread Use of Green Cement with Low Carbon Emissions in Public Procurement Contracts was published.

As of 2025, other cement types have been restricted in order to expand the use of green cement with low carbon emissions in public tender contracts. The communiqué prepared by the Ministry of Environment and Urbanization was published in the Official Gazette. In order to encourage the use of green cement, which stands out with its technical superiority, the ratio of clinker in cement to be used in public works contracts and cement-containing goods procurement tenders between January 1, 2025 and December 31, 2029 was limited to a maximum of 0.80, and the ratio of clinker in cement to be used in public works contracts and cement-containing goods procurement tenders as of January 1, 2030 was limited to a maximum of 0.75.

Purpose and scope

ARTICLE 1- (1) The purpose of this Communiqué is to encourage the use of green cements (CEM II, CEM III, CEM IV, CEM V and similar) with lower clinker ratio and carbon emissions that stand out with their environmental impacts, technical superiorities and cost advantages instead of CEM I-Portland cement and to define the limitations in public works contracts and tenders for the procurement of goods containing cement.

Basis

ARTICLE 2- (1) This Communiqué has been prepared based on Article 112 of the Presidential Decree No. 1 on the Organization of the Presidency.

Definitions

ARTICLE 3- (1) In this Communiqué;

a) CEM I-Portland cement: Conventional Portland cement containing at least 95% clinker and up to 5% mineral additives,

b) Clinker: The coarse-grained material formed by the combination of baked clay and limestone in cement production,

c) Clinker/cement ratio: The ratio of the amount of clinker in the cement to the amount of cement,

ç) Green cements: Cements other than CEM I-Portland cement, which are included in the TS EN 197-1 standard and/or contain less than 95% clinker and more than 5% mineral additives and are divided into different groups according to the mineral additives added to its content (limestone, silica fume, fly ash, pozzolan and similar),

Application

ARTICLE 4- (1) In order to encourage the use of green cement, which stands out with its environmental sustainability and technical superiority

a) Between 1/1/2025-31/12/2029, the clinker/cement ratio of cement to be used in public works contracts and tenders for the procurement of goods containing cement shall be maximum 0.80,

b) As of 1/1/2030, the clinker/cement ratio in cement to be used in public works contracts and cement-containing goods procurement tenders is limited to a maximum of 0.75.

Enforcement

ARTICLE 5- (1) This Communiqué shall enter into force on 1/1/2025.

Execution

ARTICLE 6- (1) The provisions of this Communiqué shall be executed by the Minister of Environment, Urbanization and Climate Change.
