EU announces new steel import quotas totaling 18.3 million tons

The European Commission has officially published the country-by-country allocation of tariff-rate quotas totaling 18.345922 million metric tons across 26 steel product categories under its new steel trade regime, which aims to limit the adverse effects of global overcapacity on the EU steel market.

The new quota system will apply during the period from 1 July to 31 December 2026. Imports exceeding the allocated quotas will be subject to an additional 50% customs duty.

The new regulation was prepared under the Steel Regulation (EU) 2026/1384, adopted by the European Parliament and the Council. In determining the country-specific quota allocations, the European Commission took into account import shares during the 2022–2024 period, free trade agreements, the impact of global overcapacity, security of supply, and the EU's need to diversify its sources of supply. Ukraine was also granted more favorable quota access than other free trade partner countries.

Quota system to consist of two parts

Under the new system, tariff-rate quotas (TRQs) will be implemented through two main components.

The first component is the Most-Favoured-Nation (MFN) quota, which is open to all third countries. The second is the FTA quota, reserved for countries that have existing or future free trade agreements with the EU.

FTA countries that exhaust their country-specific quotas will also be able to benefit from an additional quota pool known as the FTA Quota-CSQ. Countries without country-specific quotas will be eligible to access the Other Countries and FTA Quota-Other Countries pools.

The quotas will be administered on a first-come, first-served basis, while unused quarterly quotas may be carried forward to subsequent periods under specified conditions.

Türkiye receives country-specific quotas for numerous product categories

The main quotas allocated to Türkiye are as follows:

  • Category 1.A (Non-Alloy and Other Alloy Hot Rolled Sheets and Strips): 642,294.94 metric tons
  • Category 2 (Non-Alloy and Other Alloy Cold Rolled Sheets): 240,611.63 metric tons
  • Category 3.A (Electrical Sheets – other than GOES): 34.78 metric tons
  • Category 4.A (Metallic Coated Sheets): 255,701.32 metric tons
  • Category 4.B (Other Metallic Coated Sheets): 104,079.85 metric tons
  • Category 5 (Organic Coated / Pre-painted Sheets): 46,275.74 metric tons
  • Category 6 (Tin Mill Products): 57,114.10 metric tons
  • Category 7 (Non-Alloy and Other Alloy Quarto Plates): 28,030.85 metric tons
  • Category 8 (Stainless Hot Rolled Sheets and Strips): 13,727.15 metric tons
  • Category 9 (Stainless Cold Rolled Sheets and Strips): 69,038.16 metric tons
  • Category 12 (Non-Alloy and Other Alloy Merchant Bars and Light Sections): 241,982.29 metric tons
  • Category 13 (Rebars): 239,676.09 metric tons
  • Category 16 (Wire Rod): 244,589.00 metric tons
  • Category 17 (Angles and Sections): 53,822.21 metric tons
  • Category 19 (Railway Materials): 5,120.42 metric tons
  • Category 20 (Gas Line Pipe): 112,652.12 metric tons
  • Category 21 (Hollow Sections): 239,398.50 metric tons
  • Category 25.A (Large Welded Tubes): 7,788.31 metric tons
  • Category 25.B (Other Large Welded Tubes): 43,742.63 metric tons
  • Category 26 (Other Welded Tubes): 89,813.05 metric tons
  • Category 27 (Non-Alloy and Other Alloy Cold Finished Bars): 28,180.31 metric tons
  • Category 28 (Non-Alloy Wire): 96,941.19 metric tons

Regulation to enter into force on 1 July

The implementing regulation, adopted by the European Commission on 29 June, will enter into force on 1 July 2026 following its publication in the Official Journal of the European Union and will remain applicable until 31 December 2026.

The Commission emphasized that the measure is intended to mitigate the impact of global steel overcapacity on the EU steel market while safeguarding the security of supply.
