China's 15th Five-Year Plan draft will strengthen the steel and critical sectors

China’s 15th Five-Year Plan draft aims to build a strong domestic market, improve the balance between supply and demand, and enhance the internal driving force of the economic cycle. Within the framework of the plan, strengthening production facilities in the steel industry and priority sectors, as well as increasing quality and innovation across the entire industrial chain, is envisaged.

At the briefing session organized by the State Council Information Office, officials from the National Development and Reform Commission (NDRC) presented the plan to journalists. The officials stated that the plan focuses on expanding domestic demand, addressing gaps in the supply chain, and ensuring a smooth economic cycle.

Within the framework of the plan, production bases in traditional sectors such as steel will be strengthened, high-tech and petrochemical facilities will be optimized, and innovation will be promoted across the entire industrial chain. In emerging sectors, clusters will be established and supported in areas such as next-generation information technology, new energy, robotics, aerospace, quantum technology, and 6G.

To boost domestic demand, existing policies will be supported with new measures, consumer spending and the services sector will be encouraged, and state investments will be balanced with private investments. Strengthening the national market, maintaining market order, and optimizing facilities are among the key focuses of the plan.

Officials emphasized that the plan aims to help China achieve a sustainable and strong domestic economic cycle by increasing quality and innovation in steel production and priority sectors.
