The investigation entered into force following an application filed by the Brazilian producer Aperam Inox América do Sul SA on October 31, 2024.
The products subject to the investigation are hot rolled stainless steel flat products in coil or sheet form, with a thickness of 2 mm or more, 50.8 mm or less, usually under the Mercosur Common Nomenclature (NCM) 7219. 11.00, 7219.12.00, 7219.13.00, 7219.14.00, 7219.21.00, 7219.22.00, 7219.23.00, 7219.24.00, 7220.11.00, 7220.12.20 and 7220.12.90.
The dumping practices cover the period July 2023 - June 2024, while the assessment of the damage to the domestic industry covers the period July 2019 - June 2024. SECEX, through the Department of Defense for Foreign Trade (DECOM), stated that there is sufficient evidence of dumping, injury and causal link in the preliminary assessment.
Provisional anti-dumping measures can be taken if there is sufficient evidence during the investigation process and if it is concluded that the national industry needs to be protected. While the maximum duration of the investigation is set as 10 months, this period can be extended up to 8 months and if the dumping allegations are confirmed as a result of the investigation, definitive measures that will be valid for up to 5 years can be applied.
