Under the EU Steel Regulation, the consultation aims to gather stakeholder feedback on the appropriate documentation required to implement traceability requirements related to the country of “melt and pour.”
The consultation covers a broad range of stakeholders, including steel producers, steel users, importers, traders, consultants, legal practitioners, industry associations, employer organizations, academic and research institutions, EU member state governments, third-country representatives, customs authorities, and other public bodies. Participants will be able to submit their views through a questionnaire prepared by the European Commission.
The initiative follows the entry into force of the EU Steel Regulation, which is designed to address the trade-related negative impacts of global steel overcapacity on the EU market. As part of this framework, an Implementing Act will specify the types of documentary evidence that importers must provide to demonstrate the country where the steel was originally melted and poured.
The “melt and pour” traceability requirement is considered a key element of the regulation, aimed at enhancing transparency across the EU steel supply chain. Through the consultation process, authorities intend to identify the most practical and reliable set of documents for effectively verifying the origin of imported steel products.
The consultation, which opened on June 4, 2026, will remain open until July 2, 2026.
