Duties on dozens of steel products imported from Qatar are being reset

Within the scope of the “Trade and Economic Partnership Agreement” signed between Türkiye and Qatar, tax reductions were applied to many products imported from Qatar. These include iron and steel products.

According to the decisions published in the Official Gazette today, Customs Duties and Additional Customs Duties (IGV) applied on imports of products originating from Qatar have been zeroed to cover a large number of steel product groups. These tax exemptions will enter into force as of August 1, 2025.

The products within the scope of the tax reduction are defined through the GTIP (Customs Tariff Statistics Position) codes. Among the products that will be subject to zero tax are the following:

  • Flat hot rolled sheets and coils (HS: 7208)

  • Galvanized and cold rolled flat steel products (HS: 7210)

  • Alloy steel bars, profiles, sheets and coils (HS: 7213, 7217, 7220, 7223)

  • Stainless steel hot and cold products (HS: 7225, 7226)

  • Structural steel profiles, ferrous fittings, pipe fittings (HS: 7304, 7306, 7307, 7308)

  • Steel chains, wire products and wire braids (HS: 7312, 7313, 7314)

  • Steel screws, nuts and bolts (HS: 7317)

  • Other parts of cast iron or steel (HS: 7325)

Some of the product groups that are subject to tax reductions include:

  • 10 mm and below diameters of construction steel,
  • Pipes and profiles in black or galvanized steel,
  • Cold rolled sheet metal with a thickness between 0.5 - 3 mm,
  • Alloy hot construction steel,
  • Stainless steel rods, shafts, wires,
  • Spiral welded pipes,
  • Structural steel frames, panels and modular parts,
  • Steel chains and braided wire products,
  • Steel fasteners (screws, bolts, nuts).

For the agreement to be effective, strict monitoring against “origin diversion” is required. In other words, it is necessary to prevent the import of third-country products into Türkiye through Qatar with advantageous customs.
