Brazil's safeguard measures against steel imports renewed

The Executive Committee of the Brazilian Chamber of Foreign Trade (Gecex-Camex) has updated its tariff-based safeguard measures to protect the domestic steel industry against import pressure. The decision was taken at the committee meeting held on May 27, 2025.

According to the statement made by Gecex, the validity of the 25% import duty, which was introduced in 2023, has been maintained for 19 existing HSs, while four new HSs have been added to this list. Thus, the total number of HSs covered by the measure reached 23. The newly added HSs are reportedly being imported as substitutes for previously tariffed products and are therefore defined as “escape HSs”.

The updated measures, which entered into force, will be valid for 12 months. As in previous practices, the quota system will remain valid up to certain import volumes. Products imported under these quotas will be able to enter the country at original duty rates ranging from 9% to 16%. However, imports under trade agreements or special trade regimes are excluded from this system.

The statement emphasized that the quota system aims to balance the cost effects on sectors that use steel intensively, such as construction, automotive, capital goods and electronics.

Gecex reported that the determination of the scope of the HS Code was based on technical criteria. Accordingly, HSTİPs that exceeded the average annual import volume by more than 30% in the 2020-2022 period were included in the scope of the new measure.
