Brazil decides not to apply temporary anti-dumping duty on cold-rolled flat steel products from China

The Brazilian Ministry of Development, Industry, Trade, and Services (MDIC) announced that it has identified damage to the national industry from imports of cold-rolled steel from China during a preliminary investigation. However, it suggested that the case should continue without the application of temporary anti-dumping duties.

In its statement, MDIC noted that the Secretary of Foreign Trade (SECEX) would complete the investigation by listening to all parties and gathering the necessary elements to make its decision before proposing definitive anti-dumping duties.

The Brazilian government made a significant decision in the anti-dumping investigation concerning cold-rolled flat steel products imported from China. Following preliminary evaluations, it was decided not to apply temporary anti-dumping duties on these products.

The investigation was initiated based on complaints from local producers that the entry of low-priced Chinese products into the Brazilian market negatively affected competition in the domestic market. However, officials concluded that it was not necessary to take temporary measures against imports at this stage based on initial findings.

The products in question are classified under the MERCOSUR Common Nomenclature System (NCM) tariff codes 7209.15.00, 7209.16.00, 7209.17.00, 7209.18.00, 7209.25.00, 7209.26.00, 7209.27.00, 7209.28.00, 7209.90.00, 7211.23.00, 7211.29.10, 7211.29.20, 7225.19.00, 7225.50.90, 7226.19.00, and 7226.92.00.

In the final phase of the investigation, the Brazilian government will make its definitive decision by taking into account the views of all parties involved. Industry representatives expect this process to be managed fairly for both local producers and importers. The MERCOSUR system is used for a single nomenclature and types of products and services in trade between MERCOSUR countries, which include Argentina, Brazil, Paraguay, Uruguay, Venezuela, and Chile.
