ArcelorMittal to invest up to USD 925 million in Tubarão plant

ArcelorMittal will invest approximately USD 740–962 million to build a cold rolling mill and a continuous coating line at its Tubarão plant in Brazil. Construction of the project is expected to begin in 2026, with production scheduled to start in the first half of 2030.

New production lines to be installed at Tubarão

ArcelorMittal has approved the final investment decision to build a new Cold Rolling Mill and Continuous Coating Line at its Tubarão plant in Serra, in the Brazilian state of Espírito Santo. Announced on August 28, the total investment is expected to amount to BRL 4–5 billion, equivalent to approximately USD 740–962 million at current exchange rates.

The Continuous Coating Line is planned to have an annual production capacity of 560,000 tonnes. The line will process hot-rolled coils produced at the Tubarão plant into cold-rolled and metallic-coated products. These products are expected to offer higher corrosion resistance and improved surface properties.

Construction to begin in 2026

Construction of the project is scheduled to begin in 2026 and is expected to take approximately 3.5 years. Around 3,000 jobs are expected to be created during the peak construction phase, while approximately 450 people are expected to be employed once the facilities become operational.

Production of higher value-added steel to increase

ArcelorMittal Brasil's strategy focuses on diversifying its product portfolio and increasing downstream processing of steel products. The company noted that Brazil's relatively low per capita steel consumption offers potential for further growth.

As part of this strategy, the company acquired Tuper, Tekno, Dânica and Perfilor last year. The new investment at the Tubarão plant was described as a continuation of this strategy.

With the new Cold Rolling Mill and Continuous Coating Line, ArcelorMittal plans to expand its offering of higher value-added steel products for the automotive, construction and home appliance sectors.
