The USITC concluded, as part of the second five-year (sunset) reviews covering the countries concerned, that revoking the existing measures would be likely to lead to the continuation or recurrence of material injury to the U.S. industry within a reasonably foreseeable time.
Accordingly, the existing antidumping duty orders on OCTG imports from India, South Korea, Türkiye, Ukraine, and Vietnam will remain in effect. Countervailing duty orders on OCTG imports from India and Türkiye will also remain in place.
Reviews initiated in July 2025
The second five-year reviews of the antidumping duty orders on OCTG imports from India, South Korea, Türkiye, Ukraine, and Vietnam were initiated on July 1, 2025.
On November 24, 2025, the USITC determined that full five-year reviews should be conducted for the countries concerned. The reviews assess whether revoking the antidumping or countervailing duty measures would be likely to lead to the continuation or recurrence of dumping or subsidization, as well as the material injury caused by such practices.
