US launches anti-dumping investigation into stainless steel pipe imports from Türkiye and two other countries

The US International Trade Commission (USITC) has initiated anti-dumping and countervailing duty investigations into imports of welded stainless steel pipe and pressure pipe from Türkiye, India and the United Arab Emirates.

According to the commission, the investigations were initiated following allegations that the products imported from the three countries were being sold in the US at less than fair value and were benefiting from government subsidies.

As part of the investigations, the USITC will determine whether imports from Türkiye, India and the United Arab Emirates have caused material injury or pose a threat of material injury to the domestic industry in the United States, or materially retard the establishment of a domestic industry.

The products under investigation are classified under subheadings 7305.31.60, 7306.11.00 and 7306.40.50 of the US Harmonized Tariff Schedule. The commission also noted that the products may be imported under subheading 7306.40.10.

The investigations were launched following a petition filed on July 15, 2026, by US producers Bristol Pipe and Tube, Felker Brothers Corporation and Primus Pipe and Tube.

Unless the US Department of Commerce extends the investigation schedule, the USITC is expected to issue its preliminary determination by August 31, 2026, and submit its findings to the Department of Commerce by September 8, 2026.

A staff conference for the preliminary phase of the investigations is scheduled for August 5, 2026. Interested parties may submit written comments to the commission by August 10, 2026.

The investigations are being conducted under the anti-dumping and countervailing duty provisions of the Tariff Act of 1930.
