US imposes subsidy decision on South Korean-origin steel plates

The U.S. Department of Commerce has announced the final results of its administrative review of the countervailing duty order on certain cut-to-length carbon-quality steel plate imported from South Korea for the year 2023. The Department determined that, during the period of review from January 1, 2023, to December 31, 2023, certain producers and exporters benefited from countervailable subsidies.

According to the final results, for the 2023 review period, the total net countervailable subsidy rates were determined as 2.21% for Dongkuk Steel Mill Co., Ltd. and 1.31% for Hyundai Steel Company.

The Department (U.S. Department of Commerce) announced that certain changes were made in the final calculations for Hyundai Steel Company in line with the minor corrections accepted during the verification process. However, it was stated that no changes were made to the calculations or analyses performed for Dongkuk Steel Mill Co., Ltd..

The preliminary results of the review were published on June 12, 2025, and the deadline for the final determination was extended by 60 days on August 21, 2025. Due to the federal government funding lapse and shutdown, all administrative deadlines were tolled by 47 days on November 14, 2025. Additionally, due to a backlog in the electronic filing system, an further 21-day tolling was applied on November 24, 2025. As a result of these developments, the final results were set to be issued by February 17, 2026.
