The Commission determined that the complaint was filed by a producer authorized at the national level and contained sufficient concrete evidence. The complaint is based particularly on negative developments in production volume, capacity utilization, sales volume, and financial performance indicators during 2021 – the first half of 2025. The documents state that the import prices of steel bars and angles of Turkish origin are below the cost price of the domestic producer in Ukraine and pose a risk of causing material injury to the national producer. Furthermore, it is emphasized that Turkish producers possess significant export capacity and the ability to rapidly increase production.
The Commission, with its decision dated March 10, 2026, and numbered AD-595/2026/441-01, decided to initiate the investigation. Within the scope of the investigation, bars with the same continuous circular cross-section and a diameter of up to 40 mm; bars with a rectangular cross-section, thickness up to 12 mm, and width up to 60 mm; bars with a square cross-section and sides up to 20 mm; and bars placed in loose coils which may contain indentations, ribs, grooves, pits, or other deformations produced during the rolling process will be evaluated. These products are classified under HS codes ex7213 10 00 00, 7213 91 10 00, 7213 91 41 00, 7213 91 49 00, 7213 91 70 00, 7213 91 90 00, ex7213 99 10 00, ex7213 99 90 00, ex7214 20 00 00, ex7214 91 10 00, ex7214 91 90 00, ex7214 99 10 00, ex7214 99 50 00, ex7214 99 95 00, ex7227 20 00 00, ex7227 90 10 00, and ex7228 20 91 00.
In addition, L-shaped hot-rolled iron or non-alloy steel profiles with a height of less than 80 mm, and other angles, shapes, and special sections that can be converted into square-shaped profiles with a cross-section not exceeding 80 mm, were also included in the scope of the investigation. These products are identified by HS codes ex7216 21 00 00 and 7216 50 10 00.
The Ministry of Economy, Environment, and Agriculture of Ukraine has been tasked with conducting the investigation. The Ministry will register parties wishing to participate in the investigation and evaluate hearing requests within 30 days from the date of the announcement's publication. Parties wishing to participate in the investigation must submit registration requests including the organization name, legal address, telephone and e-mail, type of activity, and contact information. The Ministry will evaluate applications and written comments within 60 days from the date of the announcement's publication and will only consider factual information. In the event that confidential information is submitted, both confidential and non-confidential versions must be prepared along with appropriate evidence.
By the Commission's decision dated March 10, 2026, and numbered AD-595/2026/441-01, the anti-dumping procedure for the importation of steel bars and angles of Turkish origin into Ukraine has entered into force.
