Tosyalı Holding continues to expand its production capacity with recent investments

Tosyalı Holding is continuing its investment programs in Türkiye, Europe and Africa, while taking important steps in energy, production capacity and new product investments in 2026.

The company is planning a new $2.5 billion complex investment and 3 million tons of additional capacity, while expanding its solar energy capacity in Türkiye, increasing product diversity in Spain, preparing for automotive steel production in Algeria, and advancing its iron and steel investments in Libya and Angola.

A $2.5 billion new complex investment is planned

Fuat Tosyalı, Chairman of the Board of Tosyalı Holding, announced in April 2026 that the company was planning a new complex investment of approximately $2.5 billion.

The investment, which is expected to be completed over approximately 30 months, is planned to include slabs to be used in hot-rolled coil production, round billets for oil and natural gas pipes, and other high value-added products.

The company is also working on a 3 million-ton new capacity investment to strengthen its downstream product operations. Tosyalı stated that they currently supply approximately 50,000 tons of steel to the market daily and aim to increase this figure to 100,000 tons in the long term.

The $2.5 billion new investment here stands out as a separate project from Tosyalı’s existing flat steel investment worth $2.5 billion, which was commissioned in 2023 in Sarıseki, İskenderun. The Sarıseki facility has an annual flat steel production capacity of approximately 4 million tons.

1.4 GW target for solar energy capacity in Türkiye

One of Tosyalı’s key investment areas in Türkiye is its self-consumption solar energy program.

In July 2026, €187 million in financing was secured from BBVA for the first two solar energy projects, with a total capacity of 261 MW, developed in Osmaniye and Niğde. The financing was provided with the support of the Spanish Export Credit Agency Cesce.

Tosyalı’s solar energy program covers a new 1.2 GW investment plan, while, taking into account the company’s existing 235 MW rooftop solar capacity, total renewable self-generation capacity is targeted to reach approximately 1.4 GW.

700,000-ton automotive steel target in Algeria

Automotive steel stands out as one of the new growth areas in Tosyalı’s investments in Algeria.

According to Fuat Tosyalı’s statement, the company plans to start automotive steel production in Algeria as of the third quarter of 2026. Of the relevant total capacity of 1.6 million tons, approximately 700,000 tons is targeted to be allocated to automotive steel production. Depending on production performance, new adjustments may be made within this capacity.

Expansion investments previously initiated at Tosyalı Algérie are also continuing. While the group is expanding its integrated structure covering DRI production as well as flat and long steel production in Algeria, the total flat and long finished steel capacity of the facility is targeted to reach approximately 8.5 million tons/year upon completion of the investment phases.

New product and capacity investments continue in Spain

Tosyalı is also continuing its investment and efficiency efforts at STS, the Spain-based spiral pipe producer it acquired in 2024.

Following the acquisition, the company increased production at the facility 12-fold in the initial phase through efficiency improvements. Tosyalı management stated that investments aimed at further increasing production and efficiency at the facility are continuing.

Tosyalı’s investment agenda in Spain particularly focuses on pipes to be used in hydrogen transmission lines and special steel profiles for solar energy applications. The annual spiral pipe production capacity of STS is targeted to increase from the current level of 150,000 tons to 240,000 tons through investments.

An 8.1 million-ton DRI complex is being developed in Libya

One of Tosyalı’s largest new investment projects in Africa is being carried out in Benghazi, Libya.

Through Tosyalı SULB, established with Libya United Steel Company for Iron and Steel Industry, Tosyalı is developing a three-phase DRI and iron and steel complex. Upon completion of all phases of the project, total DRI capacity is targeted to reach 8.1 million tons.

Tosyalı management had previously announced that investments had started for the first phase, with a capacity of approximately 2.5 million tons. The project is planned to meet the raw material needs of regional and European markets, particularly through HBI production.

Therefore, for the Libya investment, it appears safer to use the 2.5 million-ton first-phase capacity stated in Tosyalı management’s more recent verifiable announcement rather than 2.7 million tons.

Transition from iron ore to integrated production planned in Angola

Tosyalı is preparing to expand its iron ore activities in Angola into integrated steel production.

The company is cooperating with Angola’s state energy company Sonangol to establish an integrated iron and steel facility alongside its existing iron ore project. The plan aims to increase iron ore production, transform the ore into higher value-added products, and develop local steel production in the future.

Tosyalı’s long-term investment plan in Angola also includes gradually increasing iron ore processing capacity.

Tosyalı expands its investment network across three continents

Tosyalı’s current investment program shows that the company is focused not only on increasing production volumes but also on creating a more integrated structure from raw materials to finished products.

While new complex investments and solar energy projects stand out in Türkiye, automotive steel and integrated production capacity are being expanded in Algeria. In Spain, investments aimed at high value-added pipe and profile production are continuing, while DRI and HBI production in Libya and plans to transition from iron ore to integrated steel production in Angola form the key components of the company’s investment strategy in Africa.

Tosyalı rose to 32nd place in the world rankings with 12.11 million tons of crude steel production in 2025 and aims to continue its growth through its production network in Türkiye, Algeria, Angola, Libya and Spain.
