The U.S. is considering imposing additional tariffs on 14 new steel, aluminum, and copper-based products

The U.S. Department of Commerce has launched a public comment period on the proposed expansion of Section 232 tariffs on steel, aluminum, and copper to include 14 new product groups. If the proposal is approved, most of these products will be subject to an additional 25% tariff.

The Bureau of Industry and Security (BIS), which is part of the Department, stated that the regulation was prepared under the Presidential Proclamation dated April 2, 2026. The regulation allows for the inclusion of additional derivative products—whose imports are assessed to pose a threat to U.S. national security or to undermine the effectiveness of existing steel, aluminum, and copper measures—in Section 232 tariffs.

Which products may be covered?

The proposed new tariff scope includes aluminum powder, brass wind instruments and parts, parts for welding machines, freestanding floor cabinets, certain electrical conductor cables, fire extinguishers, heat exchanger parts, and hydraulic motor and machine parts.

In addition, certain mobile lifting equipment and self-propelled cranes, as well as tanker trailers, agricultural trailers, and other trailers and semi-trailers, are also planned to be included under Section 232.

With regard to steel containers, certain products carrying liquefied propane, oxygen, and propylene are also included in the proposal.

A 25% tariff is proposed for the majority of the products

The U.S. Department of Commerce proposes applying a 25% tariff to the majority of the products proposed for inclusion.

However, different rates will apply to certain product groups. A 15% tariff is proposed for self-loading or self-unloading trailers and semi-trailers used for agricultural purposes, while a 50% tariff is proposed for filled steel containers carrying certain chemicals. The 50% tariff on filled containers will apply only to the value of the metal container; the value of the product inside the container will not be included in the calculation. Certain self-propelled cranes and mobile lifting equipment will be subject to the tariff rates established for mobile industrial equipment in the regulation effective June 1, 2026.

HTSUS codes have also been announced

The main HTSUS codes included in the proposal are 7603.10.0000, 9205.10.0000, 9209.99.4080, 8515.90.2000, 8303.00. 0000, 8544.49.2000, 8544.49.3040, 8544.49.3080, 8544.60.4000, 8424.10.0000, 8419.90. 3000, 8412.90.9005, 8426.12.0000, 8426.41.0090, 8716.31.00, 8716.20.00, and 8716.40.00.

For products transported in full steel containers, the codes 2711.12.0020, 2804.40.0000, and 2901.22.0000 are specified.

Comments may be submitted through August 27

The BIS is seeking comments from industry representatives and other interested parties regarding the steel, aluminum, and copper content of the products; the impact of import volumes on national security; the capacity of domestic production in the U.S. to meet demand; and the potential effects of tariffs on the economy and domestic industry.

Public comments must be submitted by August 27, 2026. Submissions can be made through the U.S. Federal Register portal using file number BIS-2026-0331 and reference number XRIN 0694-XC166.
