The Ministry announced that it has issued an affirmative preliminary determination under the anti-dumping investigation covering the period from April 1, 2024, to March 31, 2025.
According to the statement, the preliminary finding will be effective as of December 19, 2025. It was noted that the investigation is being conducted pursuant to Section 733(b) of the Tariff Act of 1930. The Ministry of Commerce had published the notice of initiation of the investigation on June 30, 2025. Due to the federal government shutdown and disruptions in administrative procedures, the process was extended by a total of 68 days, setting the final deadline for the preliminary determination as January 20, 2026.
The scope of the investigation covers rebar products originating from Algeria. It was stated that no comments were received from interested parties regarding the scope definition included in the initiation notice, and the Ministry of Commerce therefore made no changes to the scope language.
The Ministry determined a weighted-average dumping margin of 127.32% for Tosyali Iron Steel Industry Algeria SPA, the sole mandatory respondent in the investigation. The same rate will apply to all other producers and exporters that were not individually examined.
It was recalled that the petitioner, the Rebar Trade Action Coalition, had alleged a dumping margin of 127.32% for Algeria. In accordance with the relevant provisions of the Act, the Ministry determined all other rates based on the simple average of this alleged margin.
