Russia may allow scrap exports to Mongolia and Uzbekistan

The Russian Ministry of Industry and Trade (Minpromtorg) has proposed permitting the export of ferrous scrap metal to Mongolia and Uzbekistan.

The corresponding draft government resolution has been prepared by the ministry and published on the official regulation portal, according to Minpromtorg’s press service.

The initiative takes into account the industry’s position and aims to improve the mechanism for state regulation of waste and scrap metal exports, as well as to ensure the efficient use of tariff quotas.

Currently, the export of ferrous scrap and waste outside the Eurasian Economic Union (EAEU) is permitted only through specific seaports designated by a previous government decree.

In 2025, Russia has seen a decline in domestic scrap consumption and the formation of a surplus in several regions. To address this imbalance, Minpromtorg proposes designating additional railway border checkpoints to facilitate exports to Mongolia and Uzbekistan.

The ministry believes this measure will make export logistics more flexible, reduce transportation costs, and help maintain a balance between domestic needs and export opportunities for the scrap industry.
